Profile

Dr. Zhihan Liu is a Professor and PhD Supervisor at the School of Public Administration, Central South University, China. Her research focuses on health policy and management, with particular interests in integrated health and social care for older adults, long-term care policy, health service quality, patient-reported outcomes and experiences, health emergency governance, and the allocation of health and care resources.


Her work is characterized by an interdisciplinary approach that integrates health policy analysis, empirical evaluation, and computational modelling. She has applied a wide range of methods, including causal inference, Markov modelling, multi-agent modelling, complex adaptive systems analysis, geographic accessibility analysis, machine learning, and policy simulation. Much of her recent research examines how integrated care systems can be designed, evaluated, and optimized to better respond to population ageing, chronic disease burden, functional decline, and the growing demand for continuous and person-centred care.


Professor Liu has led several national and provincial research projects, including projects funded by the National Natural Science Foundation of China and the Ministry of Education of China. Her ongoing work includes studies on the linkage mechanisms of integrated care services based on complex adaptive systems and multi-agent modelling, the construction of resilient health service systems under demographic change, and the optimization of primary healthcare resource allocation using multi-objective evolutionary algorithms and simulation-based policy evaluation.


She has published widely in the fields of health services research, gerontology, digital health, and integrated care. Her recent studies have addressed topics such as integrated care service quality, patient-reported outcome measures for older adults, satisfaction with residential integrated care, spatial accessibility of aged care services, demand for home- and community-based integrated care, and the evolution of aged care policy in China. In addition to academic publications, she has been actively involved in policy research and advisory work. Her policy reports have been adopted by national-level policy institutions and have received positive comments from senior government leaders.


Professor Liu has also maintained an active international academic profile. She was a visiting scholar at Harvard University and has undertaken academic visits to the University of Oxford. Her international collaborations focus on comparative ageing research, integrated care, long-term care systems, and the use of longitudinal data and real-world evidence to evaluate health and care interventions. She is committed to advancing evidence-informed health policy and developing more integrated, equitable, and resilient health and care systems for ageing societies.
